AIT developed and deployed a Tender Tracking Tool (T3), a web based application that Captures, Tracks, and Analyses Project performance. In addition, T3, is a resource available to the public as reference to related literature and statutes on public procurement. AIT Module on Contract and Tender Interpretation – Promoting Best Practices in Public Procurement is available for ‘free’ download. Other relevant resources include the current Procurement Act, Public Finance Act, and Acts Governing Local Authorities. T3 further captures all major advertised tenders, in an effort to promote public awareness and participation, both as bidders and putting procuring entities on check regarding the process, fairness, transparency and accountability.
AIT targets four (4) major procurement projects in Zimbabwe, being:
⦁ Beitbridge – Chirundu Dualization,
⦁ National Railways of Zimbabwe (NRZ) Recapitalization
⦁ 100MW Solar Farm in Gwanda
⦁ Local Authorities
T3 captures tender specifications, participating bidders, awarded bidder, and award specifications. These are then tracked against actual implementation, noting any variations and raising the flag upon such detections. T3 plots graphical analytics of the Delivery Against Tender (DEAT).
